Nov 4, 2009 DHS DD Community Services Plan On October 29, 2009, HJR 28 was adopted. The Department of Health and Human Services will develop a seven year plan with benchmarks to enhance and expand access to quality community services by December 1, 2009. This is great news for the developmental disability community.
